Glenn Hudson Brown ......leads the telecommunications practice.

With over 30 years of leadership in the telecommunications industry, Glenn has extensive experience in the areas of pricing, regulation, advocacy and marketing.

With an extensive network of contacts in the federal and state regulatory communities, and within the telecommunications industry, Glenn is a nationally recognized expert in the fields of universal service, intercarrier compensation, and rural telecommunications issues.

Glenn has served in many leadership roles within the telecommunications industry; he has served as a Facilitator of the Rural Alliance and serves as a member of the OPASTCO Separations & Access Committee and the WTA (Western Telecommunications Alliance) Public Policy Committee. Glenn has previously served as Vice Chairman of the USTA's Regulatory Policy Committee and Director of the Rocky Mountain Telecommunications Association.

Glenn's expert leadership also extends to testifying numerous times before State Utility Commissions, the FCC, the United States Congress and has been intimately involved in all aspects of the implementation of the Telecommunications Act of 1996.



Glenn's background is as varied and complex as the telecom business itself.  From 1993 through 1998 Glenn was U S WEST’s lead advocate in Washington DC on Access Charges and Rural Telephony issues.  Glenn was also the leader of a multi-company effort to develop cost models for use in targeting universal service support payments to high-cost areas of non-rural telephone companies; this leadership role included active participation in the FCC workshops/debates which resulted in the adoption of the FCC’s Hybrid Cost Proxy Model (HCPM).

Glenn is expertly familiar with the strengths and weaknesses of all the various models used by participants in these universal service debates. And while these models are useful for non-rural carriers, they are generally NOT appropriate for small rural carriers.



Over the course of his career, Glenn has been involved with and led many of the major innovations in telecommunication pricing including CPE, local service, Access Charges and Interconnection, and Universal Service. In 1982 Glenn was a leader in the development of the original access tariff, and is currently leading efforts to reform the Intercarrier Compensation System that is vitally important to rural carriers.

Glenn's background also includes US West Carrier Marketing Management of development and service strategies for the interexchange carrier industry, as well as the management of relationships with other local exchange carriers. In this latter capacity Glenn negotiated the only intrastate "Unity" agreement among the local exchange carrier industry patterned on the federal "Unity 1-A" agreement.


Glenn has an engineering degree from Lehigh University and an MBA from the University of Colorado. Glenn is the father of three grown children, and lives with his wife Nancy in Sedona, Arizona.
